Mobile communications can enhance personal safety and security when properly used, especially in emergency situations. Safety must come first when using mobile communications equipment so as not to negate these benefits. Mobile communications equipment includes, but is not limited to, cellular telephones, pagers, portable e-mail devices, text messaging devices and portable two-way radios.
